The sequencing problem matters as much as the delay itself. CLARITY has cleared the Senate Banking Committee, but a full vote is expected only in September, while the SEC has postponed discussion of offerings, fundraising exemptions, safe harbors and tokenized securities. That leaves both legislation and rulemaking moving more slowly than markets anticipated.
