一句话核心规律：中期选举魔咒【老特要输】
二战之后一共20次中期选举，总统所在的政党绝大多数都会输（丢席位），一共输了18次，只有2次例外是赢的
✅ 仅有的两次例外：
1. 1998 克林顿（民主党）：因为弹劾事件，选民反而同情克林顿，民主党席位没减少、小幅增加
2. 2002 小布什（共和党）：911刚发生，反恐氛围浓厚，共和党席位增加
除此之外，几乎所有总统，中期选举都要丢席位，很多直接丢掉国会一院甚至两院控制权，变成“分裂国会”，总统后面两年很难推法案，还容易被国会调查。
